Capturing stills from DVD

Hi, I have a question. Can you capture stills from a DVD on the computer without picture quality lose or size?
The only way i can do this is by converting it to mpg format and then capturing a still using Movie maker but the quality is horrible.

pause the movie hit prnt screen this copies the image, then paste it into paint or photoshop
works for me
