well sada for my own receiver BEV 4100 series it does not require a card (access card) But HD receivers and other known receivers do .
"To combat this, once it becomes obvious that the signal encryption technology has been compromised, the satellite broadcaster must upgrade their "conditional access" technology, usually requiring a software upgrade to subscribers receivers in addition to a replacement "access card".
like DTV done with (rom cards) in this case in the past one would need a rom reader Eg; Extreme HU35 or TurboUnloop to change the hex numbers AKA bin files. Myself. Lk and some others here used to do that with DTV years ago. They now have DI or P4/P5 cards (UN hackible BTW) to date. I can give you any info you wish if you want it for changing the cards etc... Its not necessary now with true FTA receivers. But if in the near future things change like we are warned (niagra 3) some receiver made by BEV (Bell ExpressVU) will require a "access card" not sure whats going on for DN (DISHNET) still reading and waiting for more news.

Both DN and Bev have cardless receivers...actually they have a chip like card permanently embedded..it has a cam and epprom, just like a portable access smart card..

what sada, is wanting U to say is that I'm wrong about phone line, and ya need a phone line to receive satellite signals..so lets quit the BS and being sly sada..the phone is for PPV ordering and purchases...not needed to have satellite signal reception..
