It seems that at present, YOU, tstdrivr, are the ecoustics authority on DVB cards.

right now I'm running a twinhan 102g and was looking to upgrade to something that picked up 8psk but from what I've found twinhan or anyone else doesn't make a card that does that and i was just wondering if that is confirmed . Or does that have something to do with DVB-S2 or does one have anything to do with the other.

DVB-s2 cards support 8psk but there's no software that supports plugins that can handle 8psk/dvb-s2.
