Monday, December 10, 2007 - 23:34 GMT From what I know, it's scanning all frequencies on TPs, adding everytime this step (e.g. scan 11935 then 11941 then 11947, with step 6). Blind scan is used to scan all frequencies on TPs, when you don't know exactly where are your channels you are looking for.
