yes, i am using pansat 2500 clone. I actually used the null modem cable which has 9 pins on one end and DB25 on on end and used an adapter to change the DB25 to 9 pin. Used the Blacklist loader and the current "279T" bin and it works fine now.
Pantec is a clone of pansat 2500. So it would be safe to use the bin, but you might wanna check with others too. But i am pretty sure it should work. You might wanna check the link below as well. For Pansat 2500 clones use a clone BIN only. The original Pansat BINs have a clone killer. Use this
