I don't know much about bin writing, but you can use bin editor to edit the keys or I don't know remove the clone killer ( thanks BL ;) ), like some people did.

I would imagine the inner workings of the chip decifering the code would be in order.
then a several years to learn high level programming to create an application that can write to the cip via the RS232 serial port
and several more years intensive study to learn assembly
writing the file is easy and takes no time, it is knowing how to write it that takes many many years of intensive study to become a master tech head...
