13-bit processing colors = to 591 billion colors

Samsung's HP-R4272 has 13-bit processing colors = to 591 billion colors
And Philips 42PF9630A/37 only has 16.1 million colors.
This is a big, big difference does it really matters?
Is this difference really true, or the context is incorrect.
What I mean is, can we tell the big difference between the two?
Price difference is also big, the lowest price for Philips is $1999, and for Samsung is $2950.
Is it worth it to expend that much on the Samsung TV, or not?
