HDTV Image Break Up

Is this symptomatic of cable transmission or have something to do with my Panasonic 42" plasma? 99% of the time the television broadcast is troublefree.

The picture is impeccable. No drop outs, pixelation or anomalies have been seen. Even my SD is great. Many people complain about Cablevision but I have to tell you I cant. Last nite I reprogrammed my box as the installer(if you could him that that) screwed up the settings.
