Can any one tell if this is scramble or something else? When it's live, it has a vertical flutter, with a buzz in the sound. Thank you

Call it whatever U want...doesn't matter cause its NOT right..Nobody could clearly watch it..U should be trying fix it, rather than putting a name on this distorted picture..
