Help converting DVDs from region 2 PAL to region 1 or 0 NTSC please??

I've been trying to convert region 2 (UK) DVDs to region 1 or region-free DVDs but have no idea how to convert from PAL to NTSC. Is anyone so clever and helpful they can tell me how to go about it? Is there a piece of easy-to-use, free software out there that'll do it? I don't want much really do I ;o)
Get a PAL capable DVD player would be the easiest way. Some of the $30 cheapos will play PAL. You could either get a region free player, which would cost more, or copy the DVDs with DVD Shrink or Decrypter and they will be region free.

OK thanks for that David. I was already using DVD Shrink, the problem was at my American friend's end. Are you talking about a DVD drive for the computer for $30, or a player which would play on your TV? (I haven't the faintest clue what prices are like in the US)
A DVD player for the TV. Have your friend take a DVD to an electronics store and they should be able to find a cheap player that will convert from PAL to NTSC. They need to be able to see the picture from the player, just because the player plays the disc doesn't mean it will convert from PAL to NTSC. From what I've read in other forums, the cheap players have a better chance of playing PAL DVDs than the name brands do.

I've heard something similar here in the UK - that cheaper models are more likely to play discs than the brand name ones. Thanks for the advice
