If I bought an LCD computer monitor that had an S-video input, could I connect that to a cable box's S-video output and have a cheap LCD TV?

Sure, you're probably on your own for sound if it doesn't have speakers. Don't expect super results though, most LCD computer monitors lack good analog to digital processing.
