RF Modulator to hook DVD to old TV, VCR & Cable box

I just bought a progressive scan Samsung DVD player. I discovered that I needed an RF Modulator to connect the DVD to the TV. This is how it's set up:
1)Cable box is connected to the VCR - coaxial cable. 2)VCR is connected to the RF Modulator - coaxial cable. 3)DVD is connected to RF Modulator using the 3 prong (yellow, red, white) cable. 4)TV is connected to the RF Modulator with coaxial cable.
The Problem: When playing the DVD, I get a picture, menu, but with only loud static. The VCR, Cable, TV connection works okay - the picture is slightly degraded, but the sound works. What am I doing wrong?
Are the cables good? Could be a bad modulator. You might want to try the player on another TV if possible, Samsung equipment is plagued with problems.

I'm using a RadioShack 4-way Modulator. The cables are not gold-plated and old.
I figured out that I don't need the 4 way, but a mono. There is a DVD Install kit at RadioShack that comes with a Mono RF Modulator, gold-plated coaxial cable & the A/V cables plus a DVD cleaner for $40 which is what I paid for the 4-way modulator.
I'm going back to Radio Shack to buy this kit. Do you think I should replace all coaxial cables for the gold-plated ones? If this doesn't work, I'm giving it all up. We have a DVD player in the livingroom hooked to a newer TV. I just wanted one in the bedroom.

Thank you, David. I just wanted you to know that I bought that DVD Install kit from RadioShack and it worked. The picture and sound is great! The cable reception is clear and I couldn't be happier.
