I've been having a good deal of hum coming from my TV as well as scrolling noise bars on the image. The local high end shop told me that I have a ground loop and something else. He suggested that I get a Richard Gray Power Company 400S. At $700+ that's a sizable investment for my modest system (which I'm willing to make if it works). Please note that I live in an older apartment building where the power is suspect at best especially in the summer. I already have my system plugged into a Monster Cable power strip. Please advise before I spend the $$ and tell my what the benefits are in layman terms. Thanks!!

You definitely sound like you have electrical problems at your apartment building. However, I wouldn't invest in a Richard Gray unit.
There are some Monster Power Bars that also have line conditioning and you can get one for about $200. It won't do as much as the Richard Gray unit, but if it won't solve your problem, the Richard Gray probably won't either.
