I have a 2000 television hooked up to a new DVR and it works. I want to record from the DVR to my older model VCR. I did get it all connected and I did get a recording from DVR to VCR but the recorded picture was very grainy. Do I need an RF modulator?

First you have to check if the material you are trying to record is copy protected. Most media broadcasts, specially popular ones are.

VHS is grainy no matter what you record from. You should use line inputs/outputs. Never use RF connections unless there's no other way.

To my knowledge it is not illegal to record a show to VHS for personal use. So I don't see how it's any different through DVR.

It is legal, but that doesn't stop the premium networks from using copy protection.

They still use copy protection. Regardless of how you feel about recording for personal use, specially high definition broadcasts. The greedy scum do not care.
