Speech / Sound Effects

What is the worst film you have come across, either at the theatre or on DVD, where the special effects are a lot louder than vocals (where you have to turn your Digital Surround sound up so high to here the actors/actresses speaking)? Yes, of course, sound effects are and should be louder than speech. But, one film, "Jurassic Park 3" (which I own on DVD), is terrible. On my digital surround, I turn the sound effects up to 18 and it is as loud as my neighbours can bear. However, I need to plonk the speech up to 26 to sensibly match a good balance between the two. Of course, you can always use 'Night Mode' when playing Dolby Digital, but it's not quite the same. There are, however, other films that are very good with speech to sound effects ratio (Heck, there I go on about ratios again - see other threads!). A question here, though: who has the final say on how loud the speech is in ratio to special effects? Or is it simply that some sound engineers/etc. aren't do their job very well?
