DOLBY DIGITAL QUESTION PLEASE HELP

hey guys, i think i am somewhat confused here..

From my understanding, Dolby Digital (and dts) is the only way to get true 5.1 surround sound, right? And if so, why would HTIBs have Dolby Digital decoders with NO DIGITAL INPUTS!?!?!

This confuses the hell out of me,
