I have a low cost combo in my office. Nas L40 and Kef Q15.

What is the weakest link?

What would you upgrade to get the most out of the other piece?

What are you looking to upgrade? Both are fine pieces of equipment. Certainly you could get better performance with a superior integrated amplifier + seperate cd player, but it depends on how much its worth to you. By the same token, you would get better performance if you upgraded the speakers as well. Which would net you more performance? Depends on what youre looking for.

I would like to optimize the system with the minimum investment

Is the amp or the speakers i have well balanced or is any of the components significantly better than the other one?

Depends on how much of a minimum investment youre talking about, and what kind of return on investment you want to see. Even then, I can't make promises that you would see a serious improvement. As it stands, you've got what amounts to a respectable system.

Nope office office. About 15 x 15 ft

I got the feeling the L40 could do better with better speakers. I feel like the amp is a bit better than the speakers. But just a feeling with no basis

Would like to improve bass presence. Is it possible with better speakers and L40?

L40. Is 20 watts and 8 ohm capable only

If you want bass capability in a small package, the Alegria Audio Emmas will give bass, and excellent sound quality all around. But it depends on how much you want to spend.

Algria Audio Ling's. Great range, low volume HQ. Good for office. Low sensitivity, 86db.

Emmas are deeeep in the bass, and really love higher power.
Ling's are in 2 flavours, both very well balanced, fabulous vocals, and lower key with a small power source, like yours.
Perfect for not bothering other office workers!

I have older series Ling single drivers, and can power them with a 10w T-amp, (close listening) or 40w Rotel.(out of 100).

I get a decent bass with Q15s at 1/4 of volume from L40 but that is too high for office. I usually use 10 to 15 percent only

After reading both specs i have the concern of lings freq response at 60 hz. Would the emmas work with the L40 at low volume?

What I'd try is adding an external crossover and a small powered sub. The reason your Q15s (which I've never heard myself so not sure how they compare to other speakers) are struggling to put out decent bass is partially because the NAD is only putting out 20wpc at 8 ohms (granted they are honest NAD 20wpc) plus they are small bookshelves so they are not really designed for bass.

So this is what I'd suggest instead:

Or, if you want to keep your costs down, you could consider this Mirage 8" sub:

Your speakers will sound much cleaner in the mids and highs, and you can adjust the powered sub to crank out as much bass as you want.

I've heard both the Emmas and the Lings and liked both for different reasons; yes, both have phenomenal bass for their size but 20wpc is 20wpc, I'd be a little concerned especially with the Lings (which have a much narrower appeal than the Emmas, incidentally).

They are not for everybody. The Lings will appeal to a more discerning ear.

The Lings will also appeal more to someone listening at moderate volumes in a moderately sized room to simple compositions that do not have a dense array of different simultaneous instruments/voices --- for example, a piano sonata rather than a full-blown symphony. They do marvelous things with male voices, accoustic guitars, and solo sax. You'll need a good 3 feet between them and your front wall though to avoid boominess, ditto with the Emmas.
