HDMI 1.3 needed for high-res uncompressed audio

As far as i can read up on. You will need HDMI version 1.3 to passthrough high-res. uncompressed audio. For upcoming HDDVD and Blueray. So would your reciever have to have the HDMI 1.3 spec? or just the cable itself?
