well i have spent quite a lot of time trying to give my system a nice loud sound on a low budget, i have a mosfet 1000w 4 channel amp front fusion 120w 5.5, back mutant 300w 6x9s and a 400 watt sub i got all these items quite cheap as you can tell they are not by the best of names, my car cd player only has i pre output, what is the best way to wire my sytem up to get the best quality

Honestly the only way to do this decently is to replace the head unit with one that has 3 pair of pre-outs.
When the head unit only has one pair, those are for subs, and only have output at low frequency. They can't drive a full range signal for your 4 channel amp.

If this is not in fact the case, and yours is one of the few that have a single pair of full range outputs (haven't ever seen one) you need an electronic crossover like the Coustic XM-3 to drive front/rear/sub pre-out signals.
