no. that is the power it can take for a VERY short amount of time. you should keep the power to the sub close to the RMS but not over it. usually you do not even have to reach the RMS listed on the sub to make the sub perform at its highest.
Its always better to have more power then not enough. You can go over you rms wattage just have to watch your gains. Most blown subs happen from having too little power then too much power. As long as you are smart with your gains you can feed a sub a good amount of power over rms and you will be fine. With more power going to the sub you will be sending a cleaner signal to the sub and cleaner power and not a clipped signal which is what kills subs.
