Accurate gain setting not loud

Sorry if this sounds like a newb post. I've messed with audio for some years now, but I bought a new amp and I want to do it correctly.

Here is my set up.

5v preamp output - JVC headunit
600 RMS @ 2ohm - Sony XM-ZZR3301
400 RMS handling - Boss Audio IQ10 subs

I know the subs are cheap, but these are actually very decent.

I flatted everything on the HU, sub power all up, flattened the amp, pulled speakers and set the gain to match 34v at 50hz with volume at 3/4 up. It was very close to the 5v mark on the amp.

This should be the correct and safe way to set the gain. I have played with my eq, used different cds, some with very good quality, and I cannot get it to sound good at this setting.

I know some responses may be that I need a bigger amp. But why is it that when I adjust it to my ear, I can bump the gain up a little over half way (using a good quality rap cd), and get it to sound loud and clean?

600rms in my opinion is a decent loud system, but I can't get it right if I do it correctly (if that makes sense)
