the bass in a test tone is recorded as loud as the loudest sound in music is. if that makes any sense to you. in a song, the bass can't be as loud as a test tone, or you wouldn't be able to hear th words and stuff, so they bring down the level of the bass to balance everything out. in the test tone, that is all you are hearing, so they don't have to fade it down any.
