if i have an amp putting out 400w rms bridged at 4 ohms and i hook a svc sub of 8ohm impedance up to it would it cut the output in half so it would be getting about 200w rms is this right?

it'll work at 8 ohms, yes. output will be cut down, just don't know how the amp will react to it to tell exactly what the output will be.

with a 8ohm load on the amplifier, you may not even get a output, if so it will suck at about 50rms or so... You are significantly doubling the resistance to the amplifier output circuit = half of less of the power output...

Best bet is to hook it up and see. if you can get another identical sub, wire it in parallel for a final 4 ohm load on the amp for the full power.
