well with a budget of only 400$, the Dayton MK III Titanic in a ported box would be nice. Also the RE SE would be nice. If you're getting a pair of W7 or W6 for under 400$ you're probably getting them on ebay or something with no warranties and used or you know someone. I would prefer the W6 due to the better SQ. Also if you're considering those subs i'd consider this setup which would take the cake.

JL didnt start making amps till the late 90's! They never made a 2000/1 either. With 4 g's I would run 4 13w6v2's, 2 1000/1's, H.O alt, yellow top, 0 guage wiring, and a nice prof built enclosure. Now that would be NICE
o crap with 4k to spend i'd get 4 Mag 12 powered by a hifonics XX Goliath( whichever does the 2000rms), a huge HO alty, a couple batteries and call it a day.
james i've actually seen that exact setup a honda civic w/ 4 13w6v2 2 1000/1 and 4 sets of XR components and of course all the big three and batteries. pretty close to what you decribed it was a custm fiberglass enclosure throughout the entire vehicle sounded great.
