Not sure about the new bucks, but it's always meant an amp rated at a particular rms that produces a considerable amount more in reality. This allows competitors to enter a certain class, but have more power than most others. In essence "cheating." RF used to be really notorious for their underrated amps. they still underrate by the widest margin on avg that i've seen.

It does not matter much anymore for comps, they have changed how classes are ratedn MECCA uses fuse rating 18" from amp.

my friend has an amp that 1x40 watt RMS at 4ohms 1x750 at 2 ohms and 1500x1 at one ohm... im pretty sure thats what it means but i dont know for sure

Orion and Earthquake used to put out some of the best cheater amps. Some of there older amps would be rated in the 300 watt class and be pushing almost 3000 watts.

If you want the "cheater" amps, take a look at Orion 250G4 or 275G4 amps.
It's rated 50w rms x 2 @ 12v. You'll get 100w rms or more in the car.
