is there any way to test how many watts are being put out?thru voltage meter or somthing?

Like on your amp??? you have to get it bench tested or w/e...

it's done using a dummy load (non inductive) and an oscilloscope, with a tone generator.
best to let a shop handle things like that. you'd also need a regulated AC to DC high continuous current power supply.
