yea, clipping is not a flaw that amplifier manufactures can avoid with good design. Amplifers need to have variable gains to ensure that no matter how weak the input voltage is (to a point), you can still drive the amp to its rated power. Like marshall said, some amps will tell you when they are clipping and possibly limit it, but the fact that a given amp can be driven into clipping is not a statement as to whether its a good amp or not.
