yes. input sens. is the voltage range the amplifeir can handle from the head unit or line driver pre-outs. if it's 100mV to 4V, you can use up to a 4V pre-out head unit without over-driving the input stage of the amp. it's effective the range of the amplifier's "gain" setting.

If the HU says 4V, does that mean the amps is going to get the full 4 Volts RMS?
Are you familiar with Audio Control? How much do their line drivers increase the linear voltage? If the spec. says "13 volt peak line driver" and the deck says "4V" how much voltage will really be at the pre-outs?
audiocontrol has adjustable line driver voltages. 4 volts stated means 4 volts peak from the line driver.. that's using a test tone at full volume. remember the line voltage decreases as the volume knob is turned down. the signal amplitude is your volume.. the amplifier just increases the amplitude of that source signal (massively)
if the amp is only spec'ed to handle 4 volts in, don't run a line driver any stronger than 4V on it.. not set any higher than 4V that is.
