If a speaker handles 1000 watts rms @ 1 ohm then does it follow @ 2 ohms 500 and @ 4 ohms 250. Is this the basic premis for all speakers?

Yes, the general rule, is every time the ohmload halfs, the power doubles. 2 2 ohm dvc subs can be wired in series/parallel, and yes you will get 2 ohms. An amp will run hotter at 1 ohm, than it will at 4 ohms.
For example, a 1000 watt rms amp will put out 1000 watts at 1 ohm. Then if wired to 2 ohms, it will only put out 500 watts rms. Then at 4 ohms, only 250. and at 8 ohms... don't know why you would wan't too.
