yes. it's just an impedance measurement. if the amp is stable down to 2 ohms, it can handle any load between 2 and usually 8 ohms. sometimes as high as 16 though that's usually not done due to the small amount of power you'd get with that much load.
3 ohm power output would be exactly half way bwteeen 2 ohm and 4 ohm ratings.
