By Rick Westhead South Asia Bureau Published On Fri Oct 01 2010 NEW DELHI--The food's great, the housing for athletes is now described as the best in years and the pedestrian bridge that collapsed a week ago, symbolizing India's struggles to get ready to host the world, is as good as new. There's even talk of rekindling a bid for India to host the Summer Olympics. What a difference a few days have made for Commonwealth Games organizers. With the opening ceremonies slated for Sunday, news was almost universally positive during the penultimate day of preparations as athletes from the 71 participating countries continued to pour into the Indian capital. Traffic was slow through New Delhi throughout Friday, but at least that meant the security cordon was in place and enforcing rules that dedicate lanes to Games-related traffic. Nathan Robertson, an English badminton player who won gold and silver in events in the 2006 Commonwealth Games, said the athletes' village was covered in dust in when he arrived last week, staying for his first few days in a five-star hotel. But two days ago, he checked into the village. "I must tell you that the village quality is very good and the food hall is excellent," Robertson told reporters. "The accommodation is possibly the best that I have ever stayed in. It was a little dirty when we arrived . . . but that is really a minor problem as compared to what we saw in reports a week or so ago." Games organizers have been magnets for criticism after advance teams from various countries last week said they wouldn't allow their athletes to move into the village because it was in such poor shape. Photos circulated showing filthy bathrooms and dog paw prints on mattresses. Team officials said some rooms were filled with pools of water and uncovered electrical wires. While the Indian government rushed to fix the problems, it seemed the Games would surely start on a sour note. But on Friday, news reports here had a new tone. Instead of coverage of the latest Games-related scandal, cable news channel NDTV's main Games story was about the salon at the athletes' village providing athletes with zig-zag hair cuts, their national flags on their finger nails and exotic pedicures. |

The Indian team will have to find replacements for their athletes. The athletes can request that a second, "B" sample is tested but the results will not be completed before the start of the games. The biggest blow is the loss of the Olympian Rajiv Tomar, considered a gold medal prospect in the men's 120kg freestyle wrestling. Their team mates Mausam Khatri and Sumit Kumar, and the female wrestler Gursharanpreet Kaur, also tested positive. Saurabh Vij, a medal prospect in the men's shot put, also tested positive. "It is unfortunate these failed tests came just before the Games," Rahul Bhatnagar, who heads the National Anti-Doping Agency, told reporters. "But we have a no-tolerance policy towards that. They can get their 'B' tests done if they want." It is not the first time Indian sport has faced doping claims. Last year, the country's weightlifting federation was fined $500,000 by the sport's governing body after six of its competitors failed drugs tests. The federation paid $125,000 of the fine and had to borrow the rest. As a result, he said, they had failed to grasp the timescale required to ensure everything was in place on time. "We know, because they've pretty much admitted, that it's not going to be perfect. Some of the timing systems have just been installed over the last couple of days, when they really should have been tested beforehand. "Once the competition starts, it's going to be interesting to see how they cope. There seems to be a culture here of leaving it very late and they do get by. "I think one of the issues is they don't quite realise when it all has to be ready. Part of the reason for the village problem was that they thought the Games started on 3 October, with the big show, so nothing had to be ready until then. "They are focused so much on the show, they want to show off India. That's fantastic, but there are basics they should have paid more attention to. "The Indians are the most friendly, hospitable people you could meet. They've been let down by the OC. |

Most teenagers start with cannabis before moving to opiates and prescription drugs. The reason is the easy availability of prescription drugs. Sharing needles is driving new infection in the north-eastern states. Drug injectors account for 1.7% of Indiai½s HIV infections up from 0.9 % two years ago. With Punjab and western Uttar Pradesh emerging as the new epicentres of injecting drugs these numbers are expected to rise in India. The injecting drug use accounts for approx one in three new HIV cases outside sub-Saharan Africa. According to UNAIDS 2009 report, in Eastern Europe and Central Asia HIV prevalence can be as high as 70% among people who inject drugs. The rise in infections has prompted public health experts to ask governments to decriminalise drug users and lift bans on drugs such as methadone and buprenorphine which are used for substitution maintenance therapy at de-addiction centres. Drug addicts are reluctant to register at de-addiction centres for fear of harassment by the police .They are patients and not criminals. Scientific evidence has to be incorporated into illicit drug policies that are pushing injectors from prevention and care services infections. In India adult HIV prevalence has dropped from 0.45% in 2002 to 0.29% in 2008 to its lowest ever number of 2.27 million. All states except Andhra Pradesh are reporting less than 1% infection down from five states in 2002. However unprotected sex ( 87% heterosexual and 1.5% hqmosexual )remains the biggest route of infection in India. While the world is focusing on using innovations in science, diagnostics and understanding the virus, India has chosen to stick to the tried and tested methods of controlling HIV.According to NACO, the main focus is on scaling up of existing prevention methods such as preventing mother-to child transmission and ensuring blood safety ,focusing on prevention efforts on the communities where transmission is the highest such as migrants, men who have sex with men, injecting drug users and sex workers. |

Reportedly, the issue was taken up after the Union Home Ministry wrote a letter to Foreign Secretary Nirupama Rao after a former Intelligence Bureau (IB) official was denied visa to Canada. In his letter to Rao, Home Secretary G K Pillai has stated that the stance of the Canadian authorities is unacceptable and discriminatory. Sources said that Canada has refused visa to over ten people so far. Meanwhile, Canadian Foreign Ministry spokesperson Catherine Loubier has issued a statement, saying that her country has the highest regard for India''s democratic institutions. Outrage over visa denial issue but Canada mum However, nothing further has been heard from them and in fact, the Canadian government chose to remain mum. Canadian diplomats here did not take phone calls of journalists while emails sent to their headquarters in Ottawa resulted in pass-the-buck attitude with their Foreign Ministry saying the query should be addressed to the Interior Ministry. The Interior Ministry did not respond to an email. The stony silence by the Canadian government came even as the Home Ministry is pushing the External Affairs Ministry to adopt a tough line over the issue and political parties reacted with outrage over Canada's behaviour. The Canadian High Commission, over the last few years, has denied visas to a number of senior serving and retired officials of the armed forces and intelligence establishment, claiming that their organisations or they themselves have served in sensitive areas like Jammu and Kashmir and engaged in violence and human rights violations. Home Secretary G K Pillai has written a strongly-worded letter to Foreign Secretary Nirupama Rao, insisting that the MEA should act tough and seek apology from the High Commission and withdrawal of the officials who made the adverse comments against the security forces, sources said. The Home Ministry wants the apology and the other action from the High Commission within a week, warning that there will otherwise be retaliation and the Canadian officials going to Afghanistan via India would be denied permission. External Affairs Ministry sources said it has taken up the matter with the Canadian High Commission "more than once". Meanwhile, BJP today accused the Government of following "a very weak" foreign policy. "Has India's foreign policy become so weak that a country like Canada is denying visas to top offficials?.. We don't need any certificate from Canada on our armed forces but such incidents show that we are following a very weak foreign policy," party spokesman Ravi Shankar Prasad told reporters. He said that while India was fighting terrorism for the past several decades, the government was unable to present its case properly before the world. NDA convenor and JD(U) chief Sharad Yadav said, "this kind of attitude by a country like Canada only goes on to show that India has become subservient to such countries." He said, "if the nation is strong then nobody can behave in such manner with us. There is a need to strengthen India in front of the world." |

Here is a perspective from an Australian journalist who looks at everything to do with the Games from a different and refreshing perspective. Hats off to him!! Eccentric India plays with a style of its own Peter Lalor, The Australian October 05, 2010 DELHI doubters should just get out there and enjoy the Games. EVERYBODY stopped carrying on yet? The Commonwealth Games are apparently under way. Not without glitches and no doubt there will be a few more to come, but for pity's sake What do people want? India is a country of more than a billion people. It is chaotic, eccentric, colourful and unlike anywhere else in the world. <b.you> It can be dirty and is often frustrating, but it is also endlessly fascinating. Every moment something new and enthralling happens. If you can't find interest here, you should check your pulse. You get the feeling from all the hoo-ha of recent weeks that people expect life to be lived inside a shopping mall. Bland, secured and air-conditioned. That goes for athletes, media and officials. Cue the mundane. Let the frightened triumph. Journalists were given hostile environment training before they came. Please. It's that sort of thinking that has a growing number of us huddled in gated communities. Yes it is nice when the traffic flows smoothly, but really when it is a cow, an elephant or even a dead body on the back of a Ganges-bound rickshaw it is worth the price of the inconvenience (this won't happen in Delhi ). The sports editor of a major newspaper based in Delhi vented her frustration recently. Her email box was full of questions from quivering potential visitors. Could they go outside, or was the danger of being kidnapped too high? Could they ask a woman directions, or would that be culturally insensitive? Do women need male escorts? "I want to tell them that they all have to wear a burka and stay in their rooms," she sighed with frustration. Delhi is a modern city. You can get McDonald's there, don't worry. Although one suspects that the sight of a menu that features such strange delights as McAloo Tikka might have them running back to the Vegemite sandwiches they packed. Just in case. The pathetic hysteria before the games reveals the naivety and lack of urbanity of so many. Too many Australians have lived sheltered lives down here on an isolated island with no neighbours at the borders and only redback spiders to fear. The xenophobia in the air is extraordinary. Are we scared of the people who arrive by boat, or do we resent them? We seem far more comfortable with the asylum-seekers who come on aeroplanes. India has an order within it that takes a long time to see it or appreciate it. The other morning Justin Langer and some other members of the cricket support staff were out running in Chandigarh . The local police insist on tailing them in a Jeep. When the runners reached the local lake, there was an obvious problem. The trio wanted to continue along a path but the Jeep wasn't going to fit. The police had no warning and didn't speak English, but with 30 seconds of assessing the problem it was solved. Out of nowhere somebody appeared holding a police bike, one of the guards jumped on. The runners hadn't even broken stride. It is one of the minor mysteries of India how that little exercise was organised so quickly and so seamlessly but you are always surprised here. Mitchell Starc was summoned to tour on Friday and had a visa by the time the plane left on Saturday. People will probably counter that story with a thousand tales of frustration about attempting to get visas. They should tour the Third World consulates and see the heart-breaking queues of people winding down streets. Queues that stretch for weeks, months and years only to end with rejection. If you think it's hard trying to get a visa to India , try being an ordinary Indian trying to get one to Australia . The poor have no hope, the rich however are acceptable. Yet India has been hosting our barefoot hippies, drug addicts and spiritual seekers for decades with good grace and cheer. Ever seen an Indian ascetic in Australia ? Didn't think so. All of us are guilty of chuckling at India 's occasionally mangled English or becoming frustrated at somebody's incomprehension of our wishes. How many of us speak Hindi or whatever language is relevant? Still, it was side-splittingly funny when one cricket correspondent ordered a naan bread to his room and was promptly delivered an ironing board. India is incredible in so many ways. If you peer within the apparent chaos, you will find some extraordinary order. Send your smalls out in the morning to be washed and an intricate system that would put a computer to shame sees them delivered to the river, beaten on stones and dried on the banks with a million other items of clothing and somehow returned by day's end. Most of us can't wash a pair of socks in the laundry of our own home without losing one. It's time a lot of us got a life. |
