...just got a new puter with vista on it and want to program my pansat 2500 but am having a lil problem...it only has usb stuff on it,so i bought a usb to serial cable but i cant seem to hook it up so i can use com ports 1,2,3 or4...like it says on the blacklist loader....is there a way to assign a com port to this cable or perhaps a way to insert a diff com port number on the blacklist loader....

This applies to Windows XP. You will have to apply it in an appropriate manner to Vista.

Start/Settings/
Control Panel/Computer management/device manager/

Look at the USB to serial device there and make sure it has a com port 1,2,3 or 4 If your USB to serial convertor came with its own driver, use the supplied driver.
