Missing 12 volts wire

I'm trying to install an Alpine CDE-9845 in my car, a Ford Escort LX 1995. I found the ignition wire (12 volts when the key is on) but there is no other wire at 12 volts, but when the key is on there is a wire at 4 volts (???). Yesterday, this wire was at 12 volts... I don't know what happened between yesterday and today.

I think that this wire may be damaged. I think of passing a new wire connected directly to the battery but I'm not sure exactly how. Can someone help me?

you could run a wire all the way to the battery but you would need a switch to cut it of thats what i did i just could find a hot wire wire whent the ignition was on

Yeah, or just find a fuse in the fuse panel that has no power going through it when the car is shut off.
