NTSC to PAL dv transfer

I've tried streaming the file but the sound is out of sync. Is there another method or possibly some free software out there that allows you to do it quickly and easily? Any help will be much appreciated.

Ulead VideoStudio can sometimes be found free of charge on the cover of PC magazines. Cheers
